Check out PGL they do holidays for teenagers in the UK and France. I worked as an overseas courier for them one summer and really enjoyed it. It's quite pricey but they look after your kids well. There are language lessons, activities, excursions and sports. Your son will make loads of friends. You drop your kid off either in Manchester or London and they travel by coach. They are always accompanied. The minimum trip is one week.

You could try to find a camp with activities that the 15 yr old is interested in. For example, baseball camp, space camp, golf camp, etc.

You have to be very very careful. You have to be sure the kid will not go through some nasty experience before leaving him to his own devices. There are some real monsters out there waiting for the occasion to offer to destroy inncent lives. You cannot be too careful
