It is definitely St. Davids in Wales, which has a population of only 1600. The smallest city in England is Wells, but St.David's is smaller by over 3000 people. The City of London is certainly small, but has a far larger population of 9000 residents

Possibly Inverness in the north of Scotland, but there may be some kind of "freak" city that is just a small village with the title bestowed on it.

I'm pretty sure it's London, but I remember reading something about a guy who bought one square inch of land in a park or something like that and worked towards becoming a separate city or something like that. I started to look, but couldn't find anything. Now I'm curious though, so if I find it, I'll post it.

I'd say it's St Davids in Pembrokeshire. Big cathedral. Population 1600.
